Best Answer: The Code (programming) for the 'mini-game' Hot Coffee is in the original published game. Further programming code was written to 'lock' it away. Hackers found a way to remove the 'lock' and reactivate the 'game'. Also, some programmer/hackers have managed to recover the code to put in their Mods. So certainly you can come across the reactivated 'mini-game'. Has all the game missions without the HC.
